BTSA Induction Program
After successful completion of an Intern or other Preliminary Credential program at a college or university, a teacher is eligible for up to two years of support from the Oakland BTSA Induction Program, managed by the department of Teacher Support, Development & Retention.  The Program includes coaching support in a process of formative assessment, using the New Teacher Center FAS model, corresponding to the competencies specified in California Senate Bill 2042, the new teacher credentialing law.  This program of job-embedded professional development is designed to lead a teacher to a recommendation for the CA Clear Credential.  The Induction Program is currently the only route for a teacher with a Preliminary Credential to earn a recommendation for the CA Clear Credential.  The school district is the authorized recommending agency.

Intern Partnership Program
The Intern Partnership Program, which is maintained by agreements between OUSD and its college and university partners (IHEs), allows potential teachers—those who may be particularly well qualified, even without any teaching experience that has required a credential, to be employed in positions as classroom teachers-of-record. Interns must have passed subject matter competency exams (CSET) relevant to the subjects they intend to teach—Multiple Subjects or Single Subjects.  Potential interns may or may not be enrolled already in credential programs leading to the Preliminary Credential.  If a candidate is already enrolled in a credential program, and subject-matter competency requirements are met, an offer of employment from the school district may re-define his or her status in the Intern cohort of the program.  At that point, the college or university applies for the Intern Credential on behalf of the candidate.  An internship is constituted by two components: (1) enrollment in a qualified intern credential program; and (2) employment by the school district. Intern teachers attend credential classes at their IHEs in the afternoons or evenings.

An intern credential is valid for up to two years. Interns are assigned on-site teacher coaches and receive field support from the department of Teacher Support, Development & Retention as well as by their college or university supervisors.

Teach Tomorrow in Oakland
Teach Tomorrow in Oakland reflects the District’s commitment to recruit and retain outstanding teachers.  The program uses multi-faceted communication strategies within the community to bring attention to the current teacher shortage, to highlight areas of critical need, to serve as a conduit by which prospective teachers may be employed and placed appropriately in schools for which their skills and experience are well suited, and to support new teacher orientation and continuing professional development that will lead to their success with students in Oakland’s ethnically, culturally and academically diverse context.

Intensive Coaching Program
The Intensive Coaching Program provides individualized support for teachers struggling with classroom management issues and with student conduct generally.  Identified teachers will receive on-site support through collaborative planning, classroom observations, modeling, reflection, and constructive feedback from a coach trained in classroom management.  Enrolled teachers will have opportunities to observe colleagues, access the TSDR video resource library, work in the Teacher Resource / Make & Take Center, and receive overall support from the Leadership Specialist, who is manager of the Intensive Coaching Program.

Highly Qualified Teacher Support Program
The Oakland Unified School District is working with the Alameda County Office of Education and several local universities to support teachers in course work or exams leading to California certification for teaching English Learners and for subject-matter competency regarding compliance with state credential requirements and federal No Child Left Behind legislation. Under the Highly Qualified Teacher Support Program (HQTSP), the District will pay registration fees directly for specified courses, or reimburse teachers for fees paid for approved courses and exams:
  CSET exam preparation or subject-matter courses (NCLB compliance)
MA Degree Programs in partner universities

National Board Certification for Teachers
National Board Certification establishes advanced standards for experienced teachers.  National Board Certification is a voluntary professional development program offered by the National Board for Professional Teaching Standards.  The mission of the National Board for Professional Teaching Standards is to advance the quality of teaching and learning by:
  Maintaining high and rigorous standards for what teachers should know and be able to do.
Providing a national voluntary system certifying teachers who meet these standards.
Advocating related education reforms to integrate National Board Certification in American education.
Capitalizing on the expertise of National Board Certified Teachers.

OUSD Human Resources Programs

Oakland Teaching Fellows
The Oakland Teaching Fellows program is a highly selective, innovative path one may follow to become a teacher and make a difference in Oakland public schools.  In this adjunct route for candidates interested in teaching in high-need categories, OTF staff focus on recruiting individuals from diverse backgrounds who can apply their knowledge, experience and records of achievement to influence positively the lives of their students. OTF seeks the most talented and accomplished to teach science, mathematics, special education, physical education, bilingual elementary classes, and Spanish. Neither prior coursework in education nor past teaching experience is required.  Candidates recruited through OTF are supported in their efforts to gain an offer of employment by the District, as well as admission to an intern teaching credential program at one of the District’s partner colleges and universities.

Oakland City Teacher Corps
The Oakland City Teacher Corps (OCTC) program recruits and hires talented, high-achieving, credentialed educators to teach in Oakland’s public schools. OCTC was specifically designed to help outstanding credentialed teachers apply quickly to OUSD and to gain early access to principals, ensuring that the schools needing them the most are fully staffed.  Once admitted into the program, candidates work with OCTC staff to make connections with principals and other school hiring representatives. Benefits of OCTC include a specialized one-week summer training focused on becoming a successful teacher in Oakland, a streamlined and personalized application process, and assistance in completing District paperwork and other processing through the division of Human Resources.
